Step 1: Preheat the oven to 350 degrees F. By using cooking spray, coat a 9×13-inch baking dish.

Step 2: In a large skillet, heat the vegetable oil over medium heat. Season pork chops with salt and pepper before browning them on both sides for about 5 minutes each. Chops should be set aside.

Step 3: In the prepared baking dish, combine the water, rice, tomato sauce, Picante sauce, and taco seasoning. Place the chops on top of the rice and garnish with green bell pepper slices. Cover the dish with a lid.

Step 4: Bake for 1 hour in a preheated oven until the chops are no longer pink on the inside and the rice is soft.

The thickest area of a chop should read 145 degrees F on an instant-read thermometer. Remove the cover from the dish and top with Cheddar cheese.

Step 5: Return the casserole to the oven and bake, uncovered, for another 5 to 10 minutes, or until the cheese is melted and bubbling.
